Summary

Air sheds and watersheds don't abide by political boundaries, including the U.S.-Mexico border. While bi-national coordination could be discounted when border population was sparse, the communities on both sides are now growing fast. The sustainable development of energy and environmental infrastructure therefore presents special challenges in this region.
