Summary

Preemptive legislation is a trend calling for some environmental regulation to be done at the state instead of municipal level. The plastics industry supports this type of regulation, and as such, supports efforts to prohibit cities and counties from passing local bans on plastic bags and other single-use containers. Critics of statewide preemption argue that it will lead to increased plastic pollution, taxpayer burden, "home rule” reversal, distract from extended producer responsibility, etc. This panel includes environmentalists, business and industry to discuss the bans on bans.
